CONSTITUENCY PROJECTS: 

WHO TAKES  THE CREDIT, PRESIDENT BUHARI OR THE LAWMAKERS?

There is lot of confusion and if you like you may call it selfishness as regard to ownership of constituency projects as it has always being claimed and hijacked by serving Senators and Members of House of Representatives  particularly here in Kebbi state and the oil rich Niger Delta region.

Most of these Senators and Reps. members  take cover behind these constituency projects and fail in their responsibilities which in essence resulting to failure of empowering the youth from their constituents hence contributing to the wide spread of poverty and unemployment.

WHAT IS THE ORIGIN OF CONSTITUENCY PROJECTS?

Projects in what ever name and means are the sole responsibility of the EXECUTIVE ARM  not the Legislature. Then why would the Lawmakers always claim ownership of executed projects by the Executive, especially the Federal Government's projects.

The answer is simple; oversight and budget scrutiny is one of the major functions of lawmakers, thus in the course of discharging this functions they 'BEG' Ministers and Head of Agencies to add a project (supposedly should be the responsibility of local governments or state government of their locality) if such projects they begged succeed they now come and claim their ownership.

WHY PRESIDENT BUHARI SHOULD TAKES CREDIT FOR CONSTITUENCY PROJECTS?

Knowing the role of President Muhammadu  Buhari in all constituency projects will enable a right thinking person to  understand the right person to take credit for such projects;

1- President Buhari agrees to add such projects in the national budget

2- President Buhari provides money for these projects

3-President Buhari approved the release of these monies for constituency projects

4- President Buhari signed and paid for the execution of such projects.

5- ABOVE all in 2017 ICPC indicted lawmakers for conniving with the contractors to compromise Constituency Projects and enriched themselves, therefore ICPC advised President Buhari to  STOP CONSTITUENCY PROJECTS henceforth, but in his wisdom President Buhari said he will continue to make provision in the budget and releases funds for capital projects, consitituency Projects inclusive to swell even though local governments are by law  suppose to carryout some of these Projects so that in the end he would have SOMETHING TO SHOW IN ALL NOOKS   AND CORNERS OF NIGERIA in return of votes he received from Nigerians.

So how comes would a Senator or member House of Representative silence Mr. President to take credit and ownership of the constituency Projects?

WHAT ARE THE CONSTITUTIONAL ROLES OF LAWMAKERS ?;

 Constitutionally the roles of Lawmakers are restricted on:

1- Lawmaking (passing law and representation)

2-Oversight on the executive arm

3- Scrutinizing and approving govt budget and appointees

4- Impeaching the President when the need arise.

Thus, constitutionally lawmakers absolutely do not have any role in the EXECUTION OF CAPITAL Projects.

THEN WHY ARE THEY CLAIMING OWNERSHIP OF THE EXECUTIVE PROJECTS?:

Once a particular project is approved by President  Buhari, the law makers from that state will see the minister and Head of Agencies' concerned and beg them to add their names as ' FACILITATORS' or ' SPONSORS' in CONTRACT'S SYMBOL....that is all.

Now use your COMMON SENSE and decide who should take the credit for the so-called constituency projects; President Buhari who added, approved and paid for the projects or a lawmaker who smuggled his name on the contractor's symbol?.

HOW TO IDENTIFY A FAILED LAWMAKER

Apart from Quarterly allowances Worth of  millions of naira, a Senator take home N13million per month while member House of Representatives take home N8million to N10million every month.

To identify a failed Senator or rep. member is to put aside all Buhari Projects he attempting to hijack and ask him these simple questions;

1- Mr Senator of the N13MILLION monthly payment you have been receiving for years, HOW MANY PEOPLE HAVE YOU EMPOWER?

2- Ask again Mr. Senator or Reps, kindly provide me with the list of people you assisted to secure a job at Federal level.

3- Also ask how many motions has he move that have direct impact to his community.

4- Finally, ask him how many Foundation, NGO or Support group has he ever establish and what achievements have they produce

Therefore, when rating the performance or achievements of a SENATOR or MEMBER HOUSE OF REPRESENTATIVES count out Buhari Projects alias constituency Projects and look after the number of people they empowered USING THEIR TAKE HOME BOOTY (N13MILLION/ N8MILLION).

 

From 'MY OPINION' in Kebbi State of the 3 Senators we have, SENATOR BABA ALEIRO of Kebbi Central and SENATOR BALA IBN NA'ALLAH of Kebbi South can pass this test.

 And out of the 8 members of House of Representatives only: 

Hon. Shehu Koko,

 Hon. Dr. Sununu 

Hon. Bello Rilisco

Hon. Bashar Matawalle

and Hon. Tukura can pass the test.

      Remove constituency Projects from their record of  achievements, they have numerous reference points to boast at, especially in people empowerment.

Astonishingly, a Minister's Monthly take home is not up to N3million, and here in Kebbi we have a Minister who owned registered NGO  that empowered;

-more than 20,000 people, 

-drilled more than 300 boreholes in 225 wards across the state,

- Facilitated the engagement of many people into pensionable job to mention but few.

These are how the other Senators and House of Representatives members should do; sacrifice part of their monthly take home and empower the people, not necessarily the way Malami is doing it, because MALAMI IS UNIQUE AND EXTRA-ORDINARY HUMANITY BUILDER.

WHY I SUSPENDED MY DEBATE ON ASPIRANTS ' MANIFESTO:

1- Most of the aspirants do not have contact office

2-Those that manage to owned one, failed to manned it with staff.

4- I spent a lot traveling from one place to another and I cannot find desired information. 

Consequently, talking on seriousness, preparedness and viable blue-print on ground only ABUBAKAR MALAMI, SAN exhibited redness to govern Kebbi State fairly come 2023.
