A GLIMPSE INTO ASPIRANTS' MANIFESTO:  WHAT DO THEY HAVE ON GROUND TO DEVELOP KEBBI STATE?

Part 6 (i)

In my previous editions, I kept advising Kebbians not to be blinded by sentiment or emiratism when casting their votes, but rather on candidate's antecedents and viable manifesto. Anything short of this means we will only see development in neighboring states (God forbid).

It is not possible to feature the manifestos of all the Kebbi State governorship aspirants in a single article, as such, I will take them one after the other. What this means is that in this edition, I will only feature one aspirant; in subsequent editions, I would feature other aspirants manifestos one at a time. I will do this continuously so that Kebbians can decide on who is best among them.

Traditionally, I would feature Abubakar Malami last, but this time and for the first time, I want to start with him not because of the complains I received from his supporters but because of the letter below, from Dr. Fahad Muhammmad:

A regular reader of my article series, Dr. Fahad Muhammad, Chairman, MOVEMENT FOR NEW KEBBI GROUP wrote to me on behalf of his group members thus:

"Ahmad, you have said it all as regards Abubakar Malami's achievements. You are able to convince me and my group members to believe Malami is best among equals. Seeing is believing - we have seen and believed in all you have featured in your articulated articles on what Malami has done and doing, but to consolidate our support we need you to provide us hints or light about what Malami will do if elected Governor. We are done with what he has done but what he will do is now our concern..."

To hint Dr. Fahad and members of his MOVEMENT FOR NEW KEBBI group in particular and Kebbi State people in general what Malami will do if elected Governor come 2023, I initially intended to establish a contact with the Hon. MInister on face-to-face basis for firsthand information about his Blue-Print. But I later decided on second option, 'data gathering and analysis';  I am able to predict Malami's manifesto without face-to-face interview, by gathering and analysising the activities of his NGOs and also through a careful and keen reading of his body language.



ABUBAKAR MALAMI'S MANIFESTO: 'My findings'.

From the information I gathered, Malami's blueprint or manifesto, if elected Governor of Kebbi State, can appropriately be summarized into the following 3-points Agenda:

A-   HUMAN DEVELOPMENT

B-   URBAN DEVELOPMENT

C-   RURAL DEVELOPMENT

Details breakdown of the 3-Agendas as follows:

A-    AGENDA 1: HUMAN DEVELOPMENT.

Under this Agenda, Malami is expected to do well in the following: 

1-   Transparency and Accountability: Malami will run an ALL-INCLUSIVE and open government accessible to all as deliberate strategy to block all leakages of government funds and end the agitation of emiratism politics.

2- Malami, as one of the brain behind current Federal Government's SOCIAL INVESTMENT PROGRAMME, such as N-Power, CBN- AGSMEIS, Trader/Farmer money, NIRSAL MFB etc, if elected Governor, will domesticate some of these social investment at the state level (for the first time by a state government) as a strategy for massive job creation.
   Malami will launch a multifaceted, ambitious war against poverty and unemployment.
    There will be RAINS of SOFT LOANS and GRANTS to Entrepreneurs/SMEs all over the state.
   He may appoint SA on Social Investment or even create a new agency or ministry to handle wealth creation programme in Kebbi State.

3-   Malami, as one of the globally respected technocrats, will use such his God-given goodwill to woo foreign and local investors, as strategy to fully industrialize Kebbi State.
    With the availability of resources, Malami may establish many industries via Public Private Partnership (PPP) arrangements, possibly one industry per local government in the state, and many small scale industries across the local government wards in the state.

4-   Fight against corruption: Malami is the Oracle of US, UK and United Arab Emirates treaties that resulted in repatriation of billions of stolen dollars back to Nigeria. He is also the author of numerous Executive orders used by Buhari Government to fight corruption to a standstill in the country.  Meaning, Malami fearlessly fights corruption at Global and Federal level, fighting it at state level will be a walk over.

5- Education as backbone of human development: Malami will continue with the good work of Governor ATIKU BAGUDU on rehabilitation and equipping of Government-owned schools (Primary, Secondary & Tertiary) in the state. Likewise, teachers’ welfare will be looked into.

6-   Health sector will receive Malami's priority. Recently, MALAMI HEALTH FOUNDATION was launched, with the aimed of gathering information on how to overhaul the sector in the state. Also traditional medicine practitioners will be supported and modernized.

7- Malami will build on from where the incumbent Governor, ATIKU BAGUDU, stopps in the development of Agricultural sector, many large scale and mini Rice-mills will be created to give Kebbi State total domination of rice value chain in Nigeria. Farmers will be supported in kind and cash.

8-   Malami will empowered women to meet their full potentialities. Malami will create many millionaires among our mothers and sisters. 
With the activities of HAJIYA AISHA ABUBAKAR MALAMI WOMEN INITIATIVE, AL-IMAN CHARITY FOUNDATION and MALAMI WOMEN SUPPORT INITIATIVE, I can confidently say that implementation of women empowerment has begun.

9-   As a youth himself, Malami's government will be youth friendly. I can see many youths becoming millionaires under Malami's government. Khadimiyya Initiative,Malami Drum-Beats,Malami Pressure Group etc are currently compiling different data meant for youth empowerment.

10-   Traders and other business communities will be supported to boost their business.

11-   Malami may grant financial autonomy to local governments as deliberate strategy to develop such local governments and make money circulate among millions of people living in such localities.

12-   Malami will also prioritize the welfare of Civil servants and retirees.

13- Politicians especially party members will be supported to engage in economics activities for self reliance.
    

14-   Religious Education (Islamiyya) will be supported. Implementation has even begun on this. Right now, every month, Malami gives special grants to about 28 Islamiyya schools across the 21 local governments in the state. 

Religious leaders from Islam and Christianity will be empowered to propagate their religion according to the teaching of their holy books.

15-   The students will have a place of pride in to-be Malami's government. Their bursary allowances will be paid promptly and in due course.

16-   Malami will serve as a Father to the children living in Orphanages in Kebbi. In fact, he has already started assuming this role. He sends food items to these innocent children on monthly bases uninterruptedly.


17-   Non indigenes residing in Kebbi State too will not be left out. Malami have special provision for them.

18- Security Agencies - the Army, police and other sister security agencies including Hunters, Vigilanty and other volunteers groups will be adequately equipped and supported.

19- ICT will receive a boost under Malami. Kebbi State will be fully digitized. Media practitioners (journalist) social media inclusive will be supported to be objective and self reliance.

20-.  As a trained Judicial personnel with experience in the Executive arm (as a Minister), Malamis government will have a cordial relationship with the three arms of government for a smooth government business.

21- Physically challenged will be empowered to the extent they will forget about their disabilities. Implementation of this has since commenced. Malami directed all his NGOs and Support groups to engage the physically challenged in their activities.

22-   Malami will consolidate on success of GOV. BAGUDU, on electricity supply in the state.

23- Malami will consolidate on success of GOV. BAGUDU on sports and cultural activities.

24- Malami will consolidate on GOV. BAGUDUs success in water supply in the state.

25- Malami will empower members of N.U.R.T.W/ NARTOR, KABU-KABU, KEKE NAPEP, auto engineers, welders, Carpenters, among others small scale and Petty traders.

 26-Malami may decentralize the system of awarding contract in a manner any Kebbian with registered company or business name who meets the requirements, can get a government contract without knowing any government official or politician.

27- Malami will realize long awaiting KAMBA INTERNATIONAL BOARDER MARKET as a strategy to increase states Internally Generated Revenue. I am optimistic that Malami will not fail AHMAD KAMBA in actualizing the KAMBA INTERNATIONAL BOARDER MARKET.

B- AGENDA NUMBER 2: URBAN DEVELOPMENT

1- If I say Malami will turn the state capital, Birnin Kebbi, into small Dubai, I may be incorrect, but I can confidently say Malami will turn OUR Birnin Kebbi into small Kano in terms of good road network, and possibly flyover and bridges among other infrastructural facilities.

2- Malami may dualize Kalgo junction road down to Birnin Kebbi city and possibly erect a flyover to avoid frequent accident being recorded at that junction. 

3- Many beautiful structures and layout would be developed to beautify the state capital.

4- Malami will also embark on massive construction of affordable Housing estate as a strategy to expand and beautify our state capital.

C- AGENDA NUMBER 3:  RURAL DEVELOPMENT

1- Malami may collaborate with local governments Chairmen to ensure all villages are linked up with road network down to local governments headquarters.

2- Malami will boost the economy of rural dwellers by supporting them with soft loans and grants as the case may be.

3- Malami will ensure all the state facilities in any rural areas are functioning at their established maximum capacities.

4- Malamis government will give a rural road network and other infrastructural facilities a priority.

5- Malami may introduce numerous developmental projects at headquarters of each of the 21 local governments in Kebbi State as a deliberate strategy to beautify such headquarters.

Once these are achieved, a BRAND NEW KEBBI is born and poverty will run out of the state in a jet speed.
