TAKE HON. HALIMA’S CHALLENGE: OPEN LETTER TO REAPPOINTED MD HYPPADEC, ABUBAKAR SADIQ (KATUKAN YAURI)

First and foremost, I wish to extend my heartfelt congratulations to you, Sir, on your reappointment as the Managing Director of the Hydro Power Producing Areas Development Commission (HYPPADEC). Securing a second term is no small feat. May Allah, in His infinite mercy, guide your decisions, protect you from distractions, and grant you the wisdom to make impactful changes in the lives of the people you serve.

Sir, I trust you had the opportunity to listen to the recent interview series granted by Hon. Halima Hassan Tukur Yauri (Jarumar Yauri ), aired on Bayawura FM, Yauri, and Nagari FM, Birnin Kebbi.

To me, her words were not just criticism—they were sincere counsel from a concerned leader and patriot. Her tone reflected the frustrations of a people who have waited too long for a basic necessity—water.

 I interpreted her remarks as a challenge to you personally: a call to focus on what matters most to Yauri’s people and to finally resolve the long-standing water scarcity problem that has plagued the emirate.

Sir, let us speak frankly. During your first tenure as MD, you had a rare opportunity to bring a complete and permanent end to Yauri’s water crisis. While your attempts were commendable, they fell short of expectations, leaving the issue unresolved. Hon. Halima’s strong words, in my opinion, stem from her deep commitment to the welfare of Yauri, and I share her concern.

Now, with this second chance, you have the opportunity to make history. I urge you to embrace Hon. Halima’s challenge wholeheartedly. Let your legacy be defined by the total eradication of water scarcity in Yauri Emirate—just as Hon. Halima’s legacy is already celebrated for making electricity challenges in the emirate a thing of the past. 

If you achieve this, I am certain that the same Hon. Halima who criticized your first-term shortfall will be the first to publicly commend your success.

To put it plainly, the good people of Yauri expect two core achievements from your leadership:

1. Elimination of water scarcity – just as electricity issues were resolved through Hon. Halima’s efforts.

2. Promotion of skills acquisition – enabling our youths to be self-reliant, productive, and economically empowered.

Other projects, while useful, do not meet the urgency of our needs. As Hon. Halima rightly pointed out, initiatives like streetlights are already being handled effectively through state, local government, and federal constituency projects.

 Classroom renovations are also well covered by agencies such as SUBEB and AGILE Project.

On the matter of security, unless you can provide game-changing equipment—something beyond the scope of HYPPADEC—resources spent on motorcycles could be better directed toward solving the water crisis. The same goes for medical outreach programs. These efforts, while noble, are not the defining expectations Yauri people have of your leadership. The expectation is crystal clear: end water scarcity, once and for all.

I also recall that during your first term, Hon. Halima sought your collaboration to equip the skills acquisition center she established in Baha, Yauri. The goal was to train our vibrant youths to their full economic potential. Unfortunately, time constraints meant this vision did not materialize. I sincerely hope that in this second term, this collaboration will happen and the center will become a hub of youth empowerment.

Sir, I look forward to the day—whether at the beginning, middle, or end of your second tenure—when I will write a thank you article celebrating you for achieving what no one else has: permanently ending Yauri’s water crisis, just as Hon. Halima ended its electricity problem.

Once again, congratulations on your reappointment. May this term be remembered for bold decisions, lasting change, and a legacy that generations will celebrate.
