New Kebbi State: 12 Points of Advice To Governor -Elect

AN OPEN LETTER TO GOVERNOR ELECT; DR. NASIRU IDRIS (KAURAN GWANDU)

PART TWO

Your Excellency Sir, reference to part One of this letter series, below is part two and last in the series, for your perusal and decision:

7- RESTORATION OF WEEKLY EXECUTIVE COUNCIL MEETING AND TENDER BOARD

Weekly Executive Council meeting is a constitutional tradition where Governor and his commissioners meet in every Wednesday of a week to discuss how to develop their state. 

The wrong decision of outgoing Governor Bagudu to suspend this important council meeting and relocate to Abuja is the genesis of his administration's failure. Gov. Bagudu is now seeing 'Kuru-kuru' with his eyes the side effects of ruling the state single handedly without input of cabinet members.

 Similarly, the absence of TENDER BOARD where contracts are negotiated and award, opens doors for wanton corruption with impunity in Kebbi State. One person constitute himself alpha and omega in contracts issues in a state with population of more than Four (4) Million People. Your Excellency Sir, this blunders should not repeat itself under your administration.

8- SETTING UP 3-PHASES DEVELOPMENT PLAN COMMITTEE

No Country or State can attain greatness without viable developmental plan. This is what has been making Lagos, Kano, Kaduna and Borno States moving in a jet speed in terms of infrastructures and other developmental policies because they have Developmental plan on the ground. I therefore advise that you should summon a conference of Kebbi technocrats to draft:

a- small term development plan of 10 years

b- medium term development plan of 25 years 

c- long term development plan of 50 years

(that is how Kebbi State should look or be in the next 10, 25 and 50 years respectively.) With this, you set a pace for the rapid development of Kebbi State.

9- APPOINTMENT OF 4 KEY KITCHEN CABINET

Your Excellency Sir, within few hours after your inauguration come 29 May, 2023, you need to announce the appointment of the following aides:

i- SSG

ii-Chief of Staff

iii- Personal Assistant (PA)

iv-Press Secretary

Any delay in appointing these personnel can nagatively affect your administration.

Furthermore these 3 key aides will determine the success or failure of your administration. If you appoint GOOD PEOPLE your administration will end in GOOD MANNER, and if you appoint QUESTIONABLE CHARACTERS ( I don't want use BAD PEOPLE) Your administration will end in a QUESTIONABLE MANNER. Thus, do the right thing for a right outcome.

10- SECURITY AND HEALTH SECTOR

Your Excellency Sir, do anything possible to make Kebbi no go area to bandits and kidinappers, therefore collaborate with President Tinubu and all service chiefs to do the needful.

On Health issues, kindly Sir reactivate all our health centers in Kebbi State, especially Kebbi State Medical center along Kalgo road, provide all the necessary equipments and health personnel.

11- COMPLETION OF STATE POLYTECHNIC, DAKINGARI

This is another multi-billion naira education investment that should not be wasted, as an educationist I am much optimistic you will revive this Institution and make it one of the best Polytechnic in Nigeria, may Allah assist you to achieve this.

12- IMMORTALIZATION OF DR. ABUBAKAR MALAMI, SAN, CON

Naming of Government buildings and roads after an individuals whom contributed tremendously to the progress of Kebbi State and its Populace is completely eroded, I advise that such motivational policy should be restored so that everyone holding a position that can lead to the development of Kebbi State or its indigene will do so in anticipation of immortalization.

In view of the above, I advise that the current Minister of Justice and Attorney General of the Federation, DR. ABUBAKAR MALAMI, SAN, CON, be immortalized by naming the state new Secretiriat after him or any other structure or road you think fit in recognition of his impressive and unprecedented contributions to Kebbi State and its people.

12B- EDUCATION AND TEACHERS WELFARE

Your Excellency, you know this field more than I know, hope to see TEACHERS WELFARE Under your administration above any categories of workers.

I advise that you should divert from the tradition of Schools renovation and other paints paint as strategy of reviving educational sector by your predecessors. 

SIR, RENOVATE TEACHERS FIRST. No amount of Schools and Classes renovated can revive education when the TEACHERS ARE HUNGRY.

Leave the issues of renovation to AGILE, SUBEB, BESDA, FMOW, and LEGISLATIVE Constituency projects. Concentrate on renovating teachers by training, retraining and GOOD SALARY.

12C- ISSUES OF FIRST LADY

Honestly, first wife is automatically THE FIRST LADY. Former Governor Sa'idu Dakingari and current Governor Bagudu compromise this tradition where their second wives hijacked the title and it nagatively affect the smooth running of their administration, If the title can not go to First Wife, I advise that you should use WIFE ( WIVES) OF THE GOVERNOR to avoid distraction and internal crisis and centralized all their programme and activities under the coordination of your Press Secretary.

12D- POLITICIZATION OF CIVIL SERVICE AND TRADITIONAL LEADERS

Your Excellency, I advise that under no circumstances you should remove food from someone's mouth because of political differences, In other words don't dismiss, suspend or order for hostile posting of a Civil servant or Traditional ruler WITHOUT VALID REASON. Warn your aides too not engaged in this uncivilized attitude,..' kayi hakuri ka bar kowa da halinsa. 'ALLAH NA SON MASU HAKURI' Sir.

Finally Sir, I hope to hear in your inauguration speech commitment to look into these pieces advice.

Once again, I pray to Almighty ALLAH to protect and guide you towards a successful tenure.. Kebbi people will proud of.
